When did Palm Harbor Begin?
Below is a story by Joel Engelhardt who wrote “Boats have docked at the city-owned marina just south of the Flagler Memorial Bridge since 1948. It was a sleepy downtown then and it was still sleepy in 1968, without a single high-rise lining the now bustling Flagler Drive waterfront, when city leaders leased out the marina for 99 years to Edward Durell Stone Jr.”
1968 Depending on the time of the year one of the 2 gentlemen below was Mayor of WPB, or possibly Moore started negotiations and Brady finished.
Mayor Reid Moore, Jr. served 1967 to 1968
Mayor David H. Brady served 1968 to 1969
At the time WPB had a Commission-Manager form of government until 1991 when Nancy Graham was elected the first strong mayor of WPB and introduced Related to the city.
Palm Harbor Marina grew into what it is now, a beautiful marina as you can see from the pictures below. Unfortunately, you can only see it from a distance because it is guarded night and day, with docks fenced in and no trespassing signs.
As you recall three companies wanted to manage the marina. Safe Harbor, City Harbor and Leisure Resorts. Leisure Resorts notified the city it was no longer interested in the project, and I questioned why. Nobody could tell me so I went looking.
Palm Harbor Marina is managed by Leisure Resorts, who have been involved in a lawsuit for many, many years with the Waterview Towers. Joel Engelhardt did an excellent job writing the story and I have included it below. Worth the read, and explains the many mistakes made by city leaders.

Now back to our beautiful Flagler water views Mayor James wants to give away. If you watched the video, can you picture the same set up? The city (we) own the land but have no access to the water for 99 years. More gates, more no trespassing signs, and guards protecting the property of the rich and famous.

James cannot accomplish this without your help. Please rethink the situation, stand with the residents who trusted you enough with their votes. Please don’t make the same mistake commissioners made in 1948. As Ginger say’s “Once it’s gone, it’s gone forever.”
